After Regan distracted herself and Lex with a trip to the ice cream shop, Lex went home, and Talis and Regan stayed up late talking. Talked themselves to sleep.

Four in the afternoon is the equivalent of early morning for a vampire. Since Kadin is usually rather busy, Regan figures he has more time to chat "early in the morning."
